The action being tested is understanding which federal statute established regional governance for workforce development by creating regional bodies to coordinate services across multiple local areas. The Workforce Innovation Act of 2000 laid out the framework for regional coordination in the state, setting up the 24 Regional Workforce Boards to oversee and align employment and training efforts across Florida’s regions. The other laws address different purposes: the Wagner-Peyser Act created the Employment Service; the Social Security Act established social insurance programs; the Americans with Disabilities Act protects civil rights for people with disabilities.
